Center of Excellence

A pool of international and local institutions driving supply chain education, research and certification for public and private sector participants. More than 1,700 professionals have been trained and certified since 2018, including through an ISCEA partnership backed by a US$500,000 five-year ISCEA grant, and 220+ professionals are currently enrolled in MITx programmes.

Expert Pool

A pan-African network of 200+ certified supply chain and public health specialists – including 100+ MIT-certified members – available as volunteers or paid consultants and deployed across all delivery units based on project demand. Members have completed 40+ supply chain maturity assessments of 27 pharmaceutical manufacturers, distributors and DMAs across seven States, with companies commissioning assessments at commercial rates since 2025. The network extends to Kenya, South Africa, Zimbabwe, Benin Republic and Senegal, and is organised in Nigeria through State Supply Chain Innovation Hubs.

Private Sector Membership

An organized membership of Nigerian pharmaceutical manufacturers, logistics firms and technology companies providing financing, expertise, models and CSR resources, and working directly with governments. Today there are 46 active member companies – pharmaceutical manufacturers, distributors, logistics firms and healthcare service providers – with PPP agreements brokered with 14 State governments, 11 of which remain active.

Building the supply chain workforce

Strategic Training Executive Programme (STEP)

Following ARC’s advocacy, the National Primary Health Care Development Agency formally requested Gavi in November 2017 to implement STEP in Nigeria, and in 2018 ARC Nigeria (ARC_ESM’s predecessor) was engaged by Gavi, in collaboration with the IFPW Foundation, to deliver it.

STEP is a professional development programme for top-level public health supply chain leaders – strategy, policy and decision-makers in Ministries of Health and other ministries, such as Finance, with oversight of the supply chain – blending distance learning, instructor-led training and on-the-job mentorship. The Nigeria cohort brought together 37 supply chain leaders, including national leads and State Immunization and Cold Chain Officers.

Launched by The Global Fund through ARC Nigeria, the programme trained 25 supply chain leaders from NMEP, NPSCMP, the Department of Food and Drug Services and State LMCUs in Adamawa, Katsina and Yobe, with a focus on closing the gap between malaria commodity consumption and logistics data.

A national SCM Professionalization Framework

As a sub-contractor to People that Deliver (PtD)/UNICEF on this USAID-funded project (2022, eight months), ARC_ESM supported NPSCMP to build government ownership and stakeholder consensus for professionalizing Nigeria’s health supply chain workforce (HR4SCM), a key priority of the National Strategy.

The process, including a national stakeholder workshop in August 2022, led to consensus on a national Project Plan and implementation roadmap for 2023–2025.
